KOI-4878.01 supports a biosphere that does not conform to Galactic Standards Commission assessment categories. I want to state this clearly because the rest of the form does not: the inhabitants of this world are not pre-sentient. They are sentient in a way the form cannot score.

Their communication is geological. The tectonic plates of KOI-4878.01 produce harmonic frequencies that carry information — not in the way a river carries sediment, by accident of flow, but in the way a voice carries meaning, by intention. The inhabitants modulate these frequencies. They compose with them. During the 216 hours I spent on the surface, I recorded an exchange between two continental shelves that lasted eleven hours. My equipment classified it as seismic data. It was a disagreement. I do not know what it was about. I know it was not resolved when I left, and I do not think it was meant to be.

I do not know how to score this on the Sentience Composite Index. The form gives me Communication (+2), which is correct. It gives me Tool Use (0), because they do not use tools. It gives me Symbolic Behavior (Inconclusive, +1), because I cannot prove that the resonance patterns are symbolic rather than reflexive, even though I sat on a basalt ridge at dusk and felt the harmonic shift when the formations registered that my survey equipment was listening. They adjusted their frequency. Not to match mine. To include it.

The composite score is 3. The threshold for sentient classification is 8. The form has determined, through a process that is internally consistent at every step, that this civilization does not exist.

I arrived on the fourth day after the northern solstice, when the harmonic output of the surface formations reaches its annual peak. I did not know this at the time. I know it now because they told me, in the only way they could: by shifting the frequency of the ground beneath my landing site until my seismograph produced a waveform that, when translated through the equipment’s audio output, matched the tonal profile of a B-flat major chord sustained for ninety seconds. My equipment logged it as a calibration error. It was not a calibration error.

The civilization of KOI-4878.01 has no name I can write in any language the Galactic Standards Commission recognizes. They are old. Older than our records. Their history is geological — laid down in strata, readable in the mineral composition of each era’s formations. I spent nine days reading the first paragraph.

Their social organization is harmonic. Not harmonious — harmonic. There is a distinction. Harmonious implies agreement. Harmonic implies relationship. The formations resonate with each other across distances that would require telecommunications infrastructure in any indexed civilization. They do not require infrastructure because they are infrastructure. The planet is not where they live. The planet is what they are.

They do not have a head of state because they do not have heads. They do not have an economy because they do not have scarcity. They do not have military capacity because they have not encountered the concept of an enemy, which is not the same as not having enemies, which I have now demonstrated by filing this form.

During my final night on the surface, the harmonic frequency of the northern plateau shifted to 3.4 Hz. This is within the resonant frequency range of human thoracic cavity. I felt it in my sternum before I heard it. It was not an attack. It was not a scan. It was, as far as I can determine with equipment designed for mineral surveys, an attempt to communicate in terms my body could register, since my forms could not.

Quadrant 9 has been “pending sub-regional designation” for approximately 4,000 standard years, owing to a jurisdictional dispute between the Cartographic Bureau and the Boundary Commission that neither body acknowledges is occurring because acknowledging the dispute would require filing Form GSC-BD-1100 (Jurisdictional Dispute Notification), which requires both bodies to agree on which sub-region the dispute is occurring in.

² The weather was, technically, an issue. The planet’s weather systems respond to harmonic shifts in the geological formations, meaning the weather is, in a sense, a participant in the civilization’s communication network. A rainstorm that begins when the western ridge changes key is not the same as a rainstorm, but it is close enough for a 40-character field.

³ The inhabitants of KOI-4878.01 refer to their world by a harmonic frequency centered on 247.3 Hz, which is a near-B♭. The local designation field accepts alphanumeric characters and standard punctuation. It does not accept a B♭. I entered “SEE APPENDIX A,” which was subsequently flagged.
